RESOLUTION

dated December 28, 2004 N 863

ON BETTING CUSTOMS FEES FOR CUSTOMS OPERATIONS

The Government of the Russian Federation decides:

1. To establish that customs fees for customs operations are paid at the following rates:

500 rubles - for customs operations in respect of goods, the customs value of which does not exceed 200 thousand rubles, inclusive;

1 thousand rubles - for customs operations in respect of goods, the customs value of which is 200 thousand rubles 1 kopeck or more, but does not exceed 450 thousand rubles inclusive;

2 thousand rubles - for customs operations in respect of goods, the customs value of which is 450 thousand rubles 1 kopeck or more, but does not exceed 1,200 thousand rubles inclusive;

5,5 thousand rubles - for customs operations in respect of goods, the customs value of which is 1,200 thousand rubles 1 kopeck or more, but does not exceed 2,500 thousand rubles inclusive;

7.5 thousand rubles - for customs operations in respect of goods, the customs value of which is 2500 thousand rubles 1 kopeck or more, but does not exceed 5000 thousand rubles inclusive;

20 thousand rubles - for customs operations with respect to goods whose customs value is 5,000 thousand rubles 1 kopeck or more, but does not exceed 10,000 thousand rubles inclusive;

30 thousand rubles - for the customs clearance of goods, the customs value of which is 10,000 thousand rubles 1 kopeck or more.

In accordance with the Decree of the Government of the Russian Federation of July 20, 2011 No. 595 from the date of the accession of the Russian Federation to the World Trade Organization, the eighth paragraph of paragraph 1 will be stated as follows:

30 thousand rubles - for the customs clearance of goods, the customs value of which is 10,000 thousand rubles 1 kopeck or more.

3. When performing customs operations in respect of securities imported into the Russian Federation and exported from the territory of the Russian Federation, denominated in foreign currency, customs duties for customs operations are paid in the amount of 500 rubles in respect of a consignment of securities issued under one customs declaration.

4. When performing customs operations in respect of goods imported into the Russian Federation and exported from the Russian Federation by individuals for personal, family, household and other non-business needs (including goods sent to the address of an individual not following across the border of the Russian Federation), with the exception of passenger cars classified in commodity item 8703 of the Common Commodity Nomenclature of Foreign Economic Activity of the Customs Union, customs duties and customs operations are paid in the amount of 250 rubles.

5. When performing customs operations in relation to passenger cars classified in commodity item 8703 of the Common Commodity Nomenclature of Foreign Economic Activity of the Customs Union, imported into the Russian Federation and exported from the Russian Federation by individuals for personal, family, domestic and other non-business needs , customs fees for customs operations are paid in accordance with paragraph 1 of this Regulation.

6. When performing customs operations in relation to air, sea, river mixed (river-sea) navigation of vessels imported into the Russian Federation and exported from the Russian Federation as goods in accordance with the customs procedures for temporary admission (admission), temporary export, processing for the customs territory and processing outside the customs territory (if the processing operation is the repair of such vessels), as well as at the completion of the customs procedures for temporary admission (admission) are placed under the customs procedure re-export, temporary export by placing under the customs procedure of re-import, processing in the customs territory, placing processing products under the customs procedure of re-export, processing outside the customs territory, placing processing products under the customs procedure of re-importing or placing processing products under the customs procedure for domestic consumption customs fees paid in the amount of 10 thousand rubles per vessel, unless otherwise provided by paragraph 7 (3) of this post innovations.

7. Lost force. - Resolution of the Government of the Russian Federation dated 04.19.2012 N 347.

7 (1). When filing a temporary customs declaration for goods to which temporary periodic customs declaration is applied, customs fees for customs operations are paid at the rate of 5 thousand rubles. Upon the subsequent submission to the customs authority of a full customs declaration for the same goods, customs fees for customs operations shall be paid at the rates established by paragraph 1 of this resolution.

7 (3). When exporting goods from the Russian Federation that are not subject to export customs duties, customs fees for customs operations, regardless of the customs procedure under which exported goods are placed, are paid at the rate of 1 thousand rubles, provided that only one goods are declared in one customs declaration, subject to export customs duties.

If, when exporting from the Russian Federation, in one customs declaration, except for goods not subject to export customs duties, the goods subject to export customs duties are declared, customs duties for customs operations, regardless of the customs procedure under which the exported goods are placed, are paid:

at the rate of 1 thousand rubles - in respect of goods not subject to export customs duties;

at the rates established by paragraph 1 of this Resolution, in respect of goods subject to export customs duties.

7 (4). When filing a declaration for goods in electronic form, the rates of customs duties for customs operations in the amount of 75 percent of the rates of customs duties for customs operations established by this resolution are applied.
